Why do cities pave sidewalks but still allow overgrown trees and grass to block walkways?

Today we cleaned up a section of the sidewalk that was covered by trees, forcing people to walk in the middle of the road. We heard that this is a very livable neighborhood and the real estate here is very valuable, the beach is only 300-400m away, on the other side are beautiful sand dunes that are being exploited for tourism with great potential. #clean #cleanup #cleansidewalk @cleanup
