He even paid off the City Watch to back his claim. Robert: And at no point did it ever occur to you that those might have been my orders? Cersei: It seemed rather suspicious, Pycelle even said that you were delirious and in no position to give orders. We believed he was taking advantage of the state you were in. The more Cersei talks, the greater Robert’s fury grows. He announces that the Starks and his brothers are to be pardoned, meanwhile, the Queen Mother and the royal children are to be detained in the Red Keep while Robert decides what to do with them.
