PAYDAY 3's enemies are terrible, poorly designed and not challenging

The enemies of PAYDAY 3 are worse than those of PAYDAY: The Heist, PAYDAY 2 and RAID: World War II. But why? And why does no one with a better microphone talk about it? Is it because they're too busy waxing lyrical about meaningless changes while selling you asbestos in the video description? And why did Starbreeze do nothing to fix it? So many questions!
