In this tutorial we will use cloth simulation in Blender 2.80 to create this effect from the Ghost In The Shell title sequences where some white goo peels off this robot girl's face. The final result can be rendered in Eevee or cycles (instructions provided for both)
I have tried to keep this one as beginner friendly as possible but you'll still need to have a basic understanding of the Blender interface.
