Wheelchair ramp raises consternation with Olathe HOA

An Olathe couple is at odds with their homeowners association over a wheelchair ramp they installed for their disabled foster child. The HOA says the couple, Julie and Irl Copley, didn’t follow the rules and are spreading “ill will” in the neighborhood.
