I live in one of the only developments I have EVER seen that does NOT have an HOA. The developer never set one up, the community was developed in three phases over the span of about 15 years, and somehow it made it through to the end without ever getting an HOA. That makes it one of the most desirable neighborhoods in my city to live in if you want city amenities (well/sewer/garbage/debris pickup).
