I initially misinterpreted the 9/11 Staff Report (2004, page 5), which states that it was Dave who "spent the next several minutes handing off the other flights on his scope to other controllers and moving aircraft out of the way of the unidentified aircraft (believed to be Flight 175)". Dave's own declassified memorandum (2003) also corroborates this.
