Voted one of the WORST seaside towns in the UK-Is it really that bad ?

Is this the same seaside town as I remembered when I was a child and if not what has changed and are the council doing anything about it. I have seen lots of reports of how this once bustling East coast seaside town has slipped into a state of disrepair so thought I would go and look for myself.
