Stuck Engine and Valves - Briggs Elite Generator

A local Subscriber Eric gave us his Briggs and Stratton Elite generator after the engine locked up due to rust in the cylinder. He did manage to break the engine free, only realize the valves were not moving. Are the camshaft lobes worn out? Will this engine run again? Harbor Freight changed the recipe. The bottle previously stated "NON-CORROSIVE". Now it says "CORROSIVE", "do not user on Aluminum". It now damages most carburetors.
