One of the couple's daughters, now one year old, was born with a hole in her heart and has had serious respiratory illnesses. Despite doctors having told the family they must urgently move out, an initial environmental health inspection found that their living situation did not meet the 'statutory overcrowded' threshold and their case for emergency rehousing was closed
