Agile Estimation - Large Effort/Budget - 90% Accurate

I made this to describe the agile estimation technique my friend figured out some years ago, and which we used across Toyota to rapidly size and price large scale programs, even greater than 1 year with a 90% accuracy. This is a simple to learn but incredibly powerful technique that is has been field tested at scale, and taught for several years in global companies. It short, it works! It is based on a reductionist approach, similar to how 5 Why analysis works, and uses an Affinity Estimation style technique. I repeat, it just works and I have years of data to validate this.
