Both the 23 and 22 Meter bands are very similar to the 35 Meter band - only these frequencies (12200-14000 khz) host a variety of numbers, military and unusual digital signals - definitely for spies in the field receiving coded messages. Also, it's one of the main shortwave broadcast bands of 13500-13900 khz. I mention dissidents due to the number of Sound of Hope (SOH) broadcasts.
