1970s Rebar Cutter Restoration

I recently acquired a vintage rebar cutter from a used Japanese tool store.I'm not sure of the exact year of manufacture, but based on my research, machines of this type were produced by an old Japanese company since the 1970s. The machine was in a state of disrepair, completely covered in rust and unable to operate.
